A local resident came to the police who complained that she bought the gel "Vitalgar" from a private distributor. The seller assured her the gel would cure all of her diseases. The woman did not feel any effect, however, and reported fraud to the police.
The local police officers found the ad on selling the dietary supplement in a local newspaper. They found a buyer, and she contacted the distributor telling him that she wanted to buy a jar of his miraculous stuff. The price of one jar was about 16 thousand rubles.
The dealer set up a meeting but instead of the old lady, the police turned up to meet him. Instead of making a deal, the seller had to answer questions and was asked to present documents proving the legitimacy of his activities and the safety of the product.
The man failed to do it, and the materials on his apprehension were forwarded to the municipal department of the Russian Agency for Health and Consumer Rights.
A report on the man was filed under Article 14.4 of the Administrative Offences Code "Sale of goods, performance of work or the provision of public services of inadequate quality or in violation of technical and sanitary regulations". This article provides for a fine of up to three thousand rubles.
