Militia and public discussed issues of prevention of extremist effects among youth in Primorye area

 A session of the public council at the Internal Affairs Directorate took place in Ussuriysk city. The subject of the plenary session "Social problems of youth and prevention of extremist effects in the youth environment" - is highly relevant and burning for Primorye area.

The members of the Public council - well-known journalists, public figures, representatives of the business community - frankly recognized that there were social problems in the youth environment.

The regional and municipal authorities, public associations arrange many interesting, socially targeted activities perfectly understanding that young people who only start their life path, require support from adults.

Sports constructions neglected in the nineties are being restored, new are under construction. At schools and higher educational institutions special measures are being taken to preclude penetration those who tempt the youth to the extremist activity, to creation of extremist groups, as well as preachers of sects and reactionary religious currents into the student's community.

Unfortunately, the cultural and moral wealth is almost lost in our country today. The reasons for that are many: the break-up of the USSR, the perestroika's negative consequences, the formation of a new youth subculture with elements of aggression and legal nihilism, the scornful relation to the behavior standards. The attack against family values in the mass media is getting more powerful and more cynical. The TV distributes violence, marital infidelity, gangster conflicts, sexual immorality. Antiheroes have conquered the screens and columns of newspapers.

The result of this massive influence upon the youth consciousness is the defiance of legal, moral and ethical standards and consequently, the distribution of the youth extremism which has become one of the sharpest problems in Russia and our region.

The main question is what to do? First of all, the Federal Youth Law should be enacted by authority of the whole state. The national youth policy should be a clear system of priorities and measures aimed at the creation of conditions and possibilities for the successful self-realization of the youth, the development of its potential for the benefit of Russia and Primorye area. Such problems can be solved only developing a system of youth projects which are clear and in demand by the youth environment. The second point is that the mission of teaching youth universal values should be assigned to experts of educational institutions which would serve as a real "antidote" to extremism.

Each militia head in Ussuriysk has taken a "difficult teenager" who is under supervision at the minors' inspectorate or having previous convictions, under patronage.

"My ward has already become reasonable," said colonel of militia Mamed Terchiev, the former precinct militia officer, now the acting head of the Ussuriysk city internal affairs department. - "the guy is going to serve in the army. After the demobilization, he intends to serve in militia bodies. I will give my personal suretyship for him and I will continue patronizing the young employee!"
