By invitation of German law experts, at support of the Head of administration of Volgograd region and deputies of the Law Council of the German Bundestag, a delegation of lawyers of Volgograd region visited the capital of Germany Berlin as part of the Russian and German research project: "Topical issues of legal proceedings. Innovative methods of prevention of criminality".
The delegation headed by the doctor of law, the head of Volgograd academy of the Ministry of Interior of Russia major general of militia V.I. Tretyakov comprises representatives of the legislative and executive power of Volgograd, scientists, cadets of Volgograd academy of the Ministry of Interior of Russia, the faculty, students of Volgograd state university, representatives of the law enforcement bodies (the Central Internal Affairs Directorate in Volgograd region), lawyers, and members of public associations.
The purpose of the visit is the implementation of the project "Topical issues of legal proceedings. Innovative methods of prevention of criminality " to support the development of the Russian and German cooperation.
The first stage of the project involves the following objectives of the delegation:
- establishing a Russian and German expert committee who would deal with law aspects of the topical problems of legal proceedings and the prevention of criminality in Russia and Germany;
- launching an international website at Volgograd academy of the Ministry of Interior of Russia to publish information about experts and their interests for building up teamwork as per arrangements reached during the current year;
- adjusting issues of advanced training of experts in law enforcement bodies of the two countries;
- solving issues concerning the conclusion of cooperation contracts with leading high schools of Germany.
Among the official events there was an information meeting with the Chairman of the Legal Council of the Bundestag Mr. S. Kauder. During the meeting S. Kauder presented a short report "Activity, structure and problems of the Law Council of the German Bundestag; Problems and aspects of the criminal procedure right of Germany". The head of Volgograd academy of the Ministry of Interior of Russia major general V.I. Tretyakov presented a report: "Problem of the global organized criminality and terrorism in Russia and Germany". At the meeting, topical matters of prevention of criminality and development of aspects of the international cooperation in this sphere were also discussed.
Also, a meeting took place with a member of the Bundestag, the coordinator of the Ministry for Foreign Affairs of Germany for the civil relations of Russia and Germany Mr. Schockenhoff. At the meeting, issues of cooperation of Russia and Germany concerning the struggle against the transnational criminality and the international terrorism were discussed.
The delegation of the Russian lawyers visited the prison in the district Berlin-Tegel (which is the largest male prison of Germany) to get acquainted with particularities of the custody system in prisons of Germany and the work of the social and pedagogical service of the prison.
The members of the delegation took part in a round table meeting: "Topical issues of legal proceedings in Russia. Methods of prevention of criminality" which took place at the Official authorities of Berlin (the "Red Town hall"). During the session, a Russian and German research and inter-civil project: "Topical issues of legal proceedings. Innovative methods of prevention of criminality" was presented.
During the discussion of the topical issues of legal proceedings, cooperation arrangements were reached about the exchange of teachers and cadets between Volgograd Academy of the Ministry of Interior of Russia and representatives of educational institutions of Germany engaged in training and retraining of employees of law enforcement bodies.
During their stay in Germany, the delegation of the Russian lawyers visited police station no. 62 in the district Berlin Marzahn-Hellersdorf.
During the visit the German colleagues prepared a presentation "Structure and objectives of the police in Berlin. Features of prevention of criminality in the territory served by police station no. 62".
On accomplishment of the first stage of the consultations between experts of Russia and Germany within the framework of the Russian and German research and inter-civil project "Topical issues of legal proceedings. Innovative methods of prevention of criminality", arrangements were reached about the international cooperation between Volgograd academy of the Ministry of Interior of Russia and the Institute of modernization of the management and reform of the police in Eastern Europe and Central Europe as well as the Academy of Economy and Law of Berlin, the Free University of Berlin. Also, an agreement was reached between Volgograd academy of the Ministry of Interior of Russia and the Chamber of criminal lawyers of Berlin about preparing joint research works concerning problems emerging in the legal profession, the participation of lawyers in criminal trials.
