A number of the laws aimed at increase of efficiency of activity of the Ministry of Interior is signed

Dmitry Medvedev informed on it a course of a meeting with Minister of Interior Rashid Nurgaliev.

D.MEDVEDEV: Rashid Gumarovich, within the limits of our work, including legislative activity, I signed five laws which are devoted militia activity both from the point of view of the social status of the militia employee, and from the point of view of responsibility of militia employees, including before the population, responsibility for a crime made with epaulets that is in discharge of their official duties.

Social guarantees for militia employees as well as for their children and relatives are besides, provided. It is large enough package of the laws devoted to work of law enforcement bodies, separate militia employees and their responsibility.

It is one of steps which, naturally, is aimed at the decision of a problem of reforming of the Ministry of Interior and giving to Ministry work bolshej to efficiency and responsibility before the country and before people.

R. NURGALIEV: Really, new changes which are introduced directly in the law "About militia", are brought in the Criminal code and, as a matter of fact, are directed first of all on a regulation and accurate performance of the functional duties by employees of the Ministry of Interior. These norms are aimed at raising efficiency, discipline in law enforcement bodies and responsibility. For us also the pressing questions connected with employment because there were cases when unfair citizens who had the criminal past got to law enforcement bodies.

D.MEDVEDEV: How much I remember, Rashid Gumarovich, the rule that the person with the removed previous conviction could serve in law enforcement bodies earlier operated. Now this norm is reconsidered. And now irrespective of, the previous conviction is removed and extinguished when due hereunder or not removed and not extinguished, the fact of the previous conviction even made for a long time, attracts impossibility of transfer in law enforcement bodies.

R. NURGALIEV: Yes, it so. And still would like to tell that psychophysiological researches which, as a matter of fact, we did not spend efficiently enough here are very important. It is possible to present, how much important to know psychological compatibility in conditions in which the employee works, and that responsibility which is assigned to it, first of all in work with the person.

Very important and that for default of the order which does not attract infringement of the rights of citizens and does not contradict now the law, the employee of law enforcement bodies will bear responsibility, including criminal.

D.MEDVEDEV: I consider that this very important change in the law. In this situation or according to the law operating now default by the employee by order law enforcement body is a crime. Absolutely similar rules operate concerning employees, for example, Federal security service or the Ministry of Defence. I hope, it helps to raise discipline in law enforcement bodies.

R. NURGALIEV: Perfectly. Still should tell, is very important for us that the employee of law enforcement bodies who carries out today challenges, on itself a beret of function of the representative of authority. Naturally, it should be correct, polite not only on work, but also in a life. Therefore its behavior, certainly, here too is regulated. It is very important that each employee of law enforcement bodies knew it. We long waited for these changes. They are directed not against our diligent employees, and against those careless employees who do not carry out tasks in view, do not carry out the functions, they should bear responsibility, including the criminal.

D.MEDVEDEV: It is absolutely fair. Here again not only crackdown though it here is present, and it is necessary. When the system, unfortunately, works not how follows (and concerning the Ministry of Interior such conclusions have all the same the right to existence for this reason we and we change it), it is necessary to twirl nuts here and there. Anything in it bad I do not see.

It is simultaneously necessary that people who fairly serve in bodies of militia which professionally work as a part of the Ministry of Interior, would have all necessary guarantees. Such employees at us, naturally, the majority. And consequently the weighty law on modification of the separate acts regulating questions of granting to employees of law enforcement bodies, including to employees of the Ministry of Interior, permits for their children as well as the big bill which concerns the status of militia employees is signed.

On the other hand, it does not cancel that problem which we defined, - to prepare the new law "About militia". And in the near future, it is literally in couple of weeks, we meet, as agreed, and we consider the basic positions of this bill which then will be brought for discussion.

R. NURGALIEV: In target dates, Dmitry Anatolevich, we will be ready to report on this project.
