"Will State Traffic Safety Inspectorate win war for road safety? Whom do drivers support?"

 A round table meeting under this name took place today in Moscow in the ‘RIA Novosti' news agency. The work of the round table meeting was headed by the deputy head of the Traffic Safety Department of the Ministry of Interior of Russia major general of militia Vladimir Kuzin. Among those who participated in the discussion of traffic safety issues were legislators, researchers, physicians, militia employees, and journalists.

In the course of the heated and interesting dialogue the experts discussed initiatives of the State Traffic Patrol Department of Russia concerning the development of the Federal target program "Increase of traffic safety in 2013-2020".

The participants of the round table meeting paid special attention to the transition from the standard motivation approach which involves toughening of the legislative responsibility of drivers for the non-observance of the traffic safety rules, to the development of conditions and internal motivation factors for observance of traffic safety rules by all road users.

Summing up the intermediate results of the federal target program "Increase of traffic safety in 2006-2012" the head of the Traffic Safety Department of the Ministry of Interior of Russia Vladimir Kuzin remarked that the introduction of this program has yielded doubtless success which primarily consists in the decreasing death rate on roads. According to statistical data, the traffic death toll has dropped by 7,000 persons over the period the program is in action.

The member of the RF State Duma's committee for safety Alexander Gurov spoke about the respect of drivers to each other and the toughening of punishment for infringements of traffic safety rules. In particular, he emphasized that, only being fully aware of the value of one's life and the lives of other road users can one expect positive results. He also urged the mass media to discuss the subject of inevitability of the punishment for infringements of traffic safety rules.

Medical workers complementing the speeches of other participants of the round table meeting emphasized the importance of taking advantage of the "golden first hour" after the traffic accident when the victim still can be rescued. This is the reason for building medical institutions along highways. Also, this is why each person should be able to render the first emergency help.

Summing up the results of the round table meeting, Vladimir Kuzin remarked that the program of increase of traffic safety will continue its successful implementation. Employees of the State Traffic Safety Inspectorate will do their utmost to solve traffic safety issues.
