Russian experts visited Europol HQ and police administration of the Netherlands

 From June 14 till June 17, 2010 the Russian experts visited the Europol headquarters (in the Hague) and the police administration of the Netherlands (Dribergen) for participation in the fourth practical training course of the Russian and European experts concerning protection of witnesses during criminal legal proceedings. The delegation consisted of representatives of the Russian national contact point for interaction with Europol of the national central bureau of the Interpol at the Ministry of Interior of Russia, the Department for safeguarding persons entitled to state protection services, the Center for safeguarding persons entitled to state protection services, the Inherent Security Department of the Ministry of Interior of Russia and other departments.

Among the participants were heads of specialized units for protection of witnesses of the Netherlands, the Great Britain and Germany.

During the training course following matters were considered:

 

- the Europol's activity in terms of providing protection services to witnesses, victims and other participants of criminal legal proceedings;

- the standard and legal state protection base of the EU and the Russian Federation;

- the application of specific security measures when implementing the state protection;

- the conclusion of a contract with the protected person;

- financing security measures;

- psychological parameters of those who are entitled to the participation in the program of protection of witnesses.

 

Also, the order of the international cooperation in this sphere was discussed. The participants of the meeting discussed existing problems in this respect and exchanged their opinions about ways of perfection of activity in this sphere.

Within the framework of the delegation's stay in the Netherlands a visit to the special unit for protection of witnesses of the police administration of the Netherlands (Dribergen), the Department of special investigation methods was arranged. The employees of the department told in detail about the activity of their entity.

The Europol expressed its readiness to support the Russian side in the execution of inquiries made by the EU countries about furnishing information necessary for efficient protection of witnesses. An arrangement is reached to carry out regular seminars and training procedures for heads and operative employees of law enforcement bodies of the Russian Federation and the EU member states directly participating in providing state protection services to witnesses and victims during criminal legal proceedings is reached.
