Today, the briefing "New personnel policy of the Ministry of Interior" took place at the Ministry of Interior of Russia in Moscow.
Among the participants were: the deputy RF Minister of Interior Sergey Gerasimov, the head of the Staff Assistance Department of the Ministry of Interior of Russia major general of militia Vladimir Kubyshko, the head of the PR office of the Administration Department of the Ministry of Interior of Russia major general of militia Valery Gribakin.
Addressing journalists, Sergey Gerasimov reminded that the reorganization of the system of law enforcement bodies is being carried out at the initiative of the President of Russia D.A.Medvedev.
Among the primary goals of the reform is increasing the overall performance in terms of the counteraction to criminality and public order maintenance, increasing the proficiency and improvement of the moral and psychological climate in law enforcement bodies. The result of these measures should be the growing trust of the society to militia.
"The purpose of this work is creating conditions to let real professionals serve in militia who could well protect the rights and interests of citizens," Sergey Gerasimov told.
According to the head of the Ministry of Interior, the new personnel policy of the department should solve following priority tasks: preservation of the professional personnel core of the law enforcement bodies consisting of the most competent and well-educated employees, meeting modern requirements as well as assistance in the social adaptation of employees discharged as a result of the staff organization actions.
On May 17, 2010 a committee of the Ministry of Interior of Russia for employment of discharged employees was established. The deputy Minister of Interior of the Russian Federation S.A Gerasimov heads this working group. The primary goal of the committee is to solve issues of the social adaptation of employees dismissed from service, to deal with problems of their professional orientation, retraining and employment.
A priority of the new personnel policy of the Ministry of Interior of Russia is strengthening the social safety of militia employees and their families to make the service in militia prestigious and attractive.
The deputy Minister of Interior of Russia told about the current aspects of improving the personnel maintenance of militia.
Concerning the acquisition, the whole system of selecting and distributing employees is being reoriented to the qualitative improvement of the law enforcement bodies. Quite a number of measures are being taken for that purpose, which includes establishing a special faculty at the Academy of management of the Ministry of Interior of Russia for preparing a federal personnel reserve pool.
As for the moral and psychological assistance, a new anticorruption ideology is being developed which is clear for all employees. For this purpose, the management of prevention of corruption and other offences of employees of law enforcement bodies is established as part of the Staff Assistance Department.
As for the social safety, an program of accommodation and social guarantees for employees of the Ministry of Interior is being developed. In particular, the automated information system "Social protection" is in action, first aid is being rendered to members of families who perished and were injured within the system of the Ministry of Interior of Russia is effected in full volume.
As for the professional education, the system of training experts for law enforcement bodies is being principally reorganized to result in a flexible system of multilevel professional education which takes into account the qualification of employees of law enforcement bodies and the particularities of the region.
After the speech the deputy Minister of Interior of Russia Sergey Gerasimov together with the head of the Staff Assistance Department of the Ministry of Interior of Russia major general of militia Vladimir Kubyshko answered questions of the journalists. After the briefing, the newest equipment for checking candidates for service in law enforcement bodies was shown to representatives of the mass media. The correspondents of the mass media showed special attention to the device "polygraph". The interested persons could personally test the amazing capacities of the lie detecting device.
